What documents does a GeM bid need?
Nearly every GeM bid asks for the same core set: PAN, GST certificate, proof of the legal entity, the Udyam or DPIIT certificate if you claim a relaxation, a cancelled cheque, and a letter naming who signs. Beyond that, the bid document adds what its evaluation needs: turnover proof, experience certificates, OEM authorisation, ISO certificates or a local-content declaration.
The core set, asked for almost everywhere
- PAN card — every bid form asks for it; buyers reconcile it with your GST.
- GST registration certificate — asked for on every bid. It carries a validity for casual registrations; keep it current.
- Certificate of incorporation or partnership deed — buyers verify the legal entity behind the PAN.
- Authorised signatory letter or board resolution — companies must show who is allowed to sign the bid.
- Cancelled cheque or bank mandate — needed for EMD refunds and payments.
Asked for when you claim a relaxation
- Udyam (MSE) certificate — micro and small enterprises bid without earnest money and get purchase preference, only with the certificate.
- DPIIT startup recognition — recognised startups are exempt from prior-experience and turnover conditions on many bids.
Asked for when the bid evaluates capacity
- Audited balance sheet and P&L, or a CA-certified turnover certificate with a UDIN — buyers check turnover before awarding larger contracts; a one-page CA certificate satisfies most turnover clauses.
- Income-tax returns for the last three years — some buyers ask for the acknowledgements alongside the accounts.
- Past performance or completion certificates and work orders — experience clauses are satisfied by certificates from clients, not by claims.
- OEM authorisation (MAF) and dealership certificate — dealer bids ask for a manufacturer authorisation, one per OEM.
- ISO 9001 — strengthens a bid; it never blocks a bid that does not ask for it.
- Local content (Class-I supplier) declaration — purchase preference for local suppliers on many bids; a self-declaration on letterhead.

No. The core set is near-universal; the rest depends on what the bid evaluates. The bid document's terms list exactly what to attach.
Does an expired GST certificate disqualify a bid?
A lapsed registration can. Regular GST registrations do not expire, but casual and non-resident ones do; keep the current certificate on file.
Is an ISO certificate mandatory on GeM?
Only when the bid asks for it. Where it is optional, it can add technical score or preference.
