What happens after a GeM bid closes?
After the closing time the buyer opens the technical bids, disqualifies those that fail the document and specification checks, then opens the financial bids of the rest or runs a reverse auction if the bid has one. The award goes to L1 under the bid's rules, the winner furnishes performance security, and the contract is issued on GeM. The stages appear on the bid's page as they happen.
The stages, in order
- Open for bidding — until the closing date and time in the bid.
- Closed — no more submissions. Bidders can no longer edit or withdraw.
- Technical evaluation — the buyer checks eligibility documents and specifications. Clarifications may be sought; a bidder that fails is not considered further.
- Financial evaluation or reverse auction — sealed prices of the technically qualified bidders are opened and ranked, or the auction runs.
- Award and contract — the buyer awards to L1 under the bid's terms; the winner furnishes performance security within the stated days; the contract is generated on GeM.
- Delivery, inspection, payment — as per the contract's schedule and the buyer's inspection terms.
What to watch for
- Corrigenda can move the closing date or change a specification while the bid is open; the latest version prevails.
- Clarification requests during technical evaluation have short deadlines; missing one is treated as no response.
- Result and cancellation: a buyer can cancel a bid at any stage, and a cancelled bid is not re-opened; it may be re-published as a new bid.
