What is a reverse auction on GeM?

A reverse auction is a live round after technical evaluation in which the qualified bidders lower their prices against each other within a fixed window, and the lowest price at the close wins. On GeM a bid marked "Bid to RA" goes through this round; a plain bid is decided on the sealed prices alone.

The sealed prices stand and the lowest qualified one is L1, subject to the bid's terms.
