Why do GeM bids get rejected at technical evaluation?
Most rejections are paperwork, not price: a missing or expired certificate, an unsigned undertaking, an exemption claimed without its certificate, a specification not met point by point, or a document uploaded for the wrong entity. Each is avoidable before submission, which is why a checklist run against the bid document is worth more than a lower price.
The usual reasons
- A required document missing — the ATC listed it; it was not attached.
- An expired document — a GST certificate, an OEM authorisation or an ISO certificate past its date.
- An exemption claimed without proof — EMD exemption ticked, no Udyam or DPIIT certificate attached.
- Entity mismatch — the certificate names the proprietor, the bid is by the company; or the PAN on the bid and the GST certificate differ.
- Technical non-compliance — a specification parameter not met, or a compliance statement that does not answer the parameter.
- Unsigned or undated undertakings — the declaration is there but not signed by the authorised signatory.
- Wrong category or product — offered product does not fall under the bid's category.
- Late — submitted after the closing time, or the EMD not furnished within the timeline.
How to prevent them
- Build the document list from the ATC, not from memory.
- Check every date on every certificate against the closing date and the bid validity.
- Have someone other than the author check the compliance statement against the specification.

GeM shows the evaluation outcome; the reason is usually stated in the technical evaluation result.
